New Service Specification 2021
The new SLA for the Pharmacy First Emergency Supply Service starts 1st April 2021 and expires on 31st March 2022
If you wish to continue to provide the service, or wish to sign up for the first time, please read through the SLA, and return the signed agreement (found at the back of the SLA) to NHSE&I as soon as possible.
For branches of the multiple pharmacy groups, please check with your head offices regarding sign-up to the service, as this is generally undertaken centrally. Check that your services manager, area manager or superintendent have had a copy of the SLA so that the sign-up process can be followed. Find out if you have been signed up to provide a service as we are keen to avoid the situation where head office have signed you up and you are unaware and turn patients away.
This service will run in parallel with the Community Pharmacy Consultation Service (CPCS), and due to differences in the two specifications, it is possible to sign up to provide both services.
It is important to note that if the pharmacy is signed up to provide CPCS,, then any referrals received via NHS111 must be dealt with under the CPCS Service Specification. Referrals from other providers such as GP practices, Out of hours providers and patients that ‘walk in’ to the pharmacy must be dealt with under the Community Pharmacy Emergency Supply Specification instead.
- All information relating to the consultation should be recorded at the time of the consultation by inputting the information directly onto PharmOutcomes. You have previously been informed that from 1st September 2018 the use of the paper based proforma would not be accepted unless there is an IT failure within the pharmacy. If the paper based proforma has to be used, then the information must be transferred onto PharmOutcomes at the earliest opportunity and by the end of the next working day at the latest.
- The pharmacy contractor has a duty to ensure that all pharmacists involved in the provision of the service have relevant knowledge and are appropriately trained in the operation of the service. Locums and relief pharmacists that are due to work in a branch that is commissioned to provide the service, must have access to a copy of this Service Specification, such that they are able to provide the service if required.
- Patients must be able to access the service during all times that the Responsible Pharmacist is on duty, and there is an expectation that a patient is only signposted to another participating pharmacy in exceptional circumstances. You are able to provide this service even if the GP practice is open if you consider the patient will not be able to obtain a prescription in a reasonable time frame.
A list of those pharmacies providing the service is shared with a variety of stakeholders and is updated on a regular basis. Therefore can I please request that if you wish to continue to provide the service you return the signed agreement form at your earliest opportunity, and before 31st May 2020.

You must sign and return this new SLA, even if you are currently offering the local emergency supply service as sign up must completed each time a new SLA comes into force.

The LPC have produced a series of videos explaining how to use PharmOutcomes to record services. There are several short videos which can be used by the whole pharmacy team and also by locums and relief pharmacists to help them understand how the system works and how to use it.
We suggest you start by watching the “Welcome to PharmOutcomes” video followed by “The Services Tab” video.
After that simply select the clip which is relevant to your needs.
Emergency Suply ProForma 2020 to be used only where there is no live link to PharmOutcomes in the consultation room. From September 2018 you are expected to record all Pharmacy First Service consultations live unless you have an IT failure in the pharmacy.
